The Australian Constitution (Public Record Copy) Act 1990 was an Act of the British Parliament, passed in 1990. The purpose of the Act was to allow the Commonwealth of Australia to retain the copy of the Commonwealth of Australia Constitution Act 1900 that the British government had loaned to Australia to be held in Canberra. The Australian government had formally requested to Queen Elizabeth II for the Act to remain in Australia, as part of its heritage and history. However, under the Public Records Act 1958, the original copy of all Acts of Parliament had to remain in the Public Records Office in London. Thus the British government passed a new Act of Parliment to allow the copy to remain with Australia as a gift to celebrate Australia's centenary.

Mortgage Applications Off in Oct. 22 Week
NEW YORK (Reuters) - New applications for U.S. home loans fell last week even as average 30-year mortgage rates decreased from the previous week, an industry group said on Wednesday. The Mortgage Bankers Association said its seasonally adjusted market index, a measure of mortgage activity, fell 0.8 percent to 703.9 for the week ended on Oct. 22, from the previous week's 709.9. Thirty-year mortgage rates, excluding fees, averaged 5.54 percent, down 0.10 percentage point from the previous week and 0.29 percentage point lower than a year ago, the Washington trade group said. The MBA's seasonally adjusted index on new refinancing applications rose by 3.6 percent to 2,233.8 for last week from the previous week's 2,155.2. Salif Diao (born 10 February 1977 in Kedougou, Senegal) is a Senegalese football player, playing as a defensive midfielder. He currently plays for Birmingham City F.C., on loan from Liverpool F.C., and Senegal.
He began his career in his native Senegal before moving to France at the age of seventeen. He played for AS Monaco and won the French League with them in the 1999-2000 season. He also won a runner-up medal in the 2002 African Nations Cup, where Senegal lost in extra time to Cameroon.
He was signed by former Liverpool manager Gerard Houllier from French club Sedan for £5 million after the 2002 World Cup in Japan and South Korea. While his natural position is that of defensive or central midfielder, Houiller often used him either as a centre back or as a right back. On January 18 2004 Birmingham City took Diao, who had struggled to make Liverpool's first team, on loan for the rest of the season.
